A | (ECNS) -- China's Ministry of Commerce on Monday announced a preliminary ruling in its anti-dumping investigation into pecans imported from Mexico and the United States, deciding to impose provisional anti-dumping measures in the form of cash deposits starting Tuesday. The investigation was launched on Sept. 25, 2025. A spokesperson for the ministry said that since the case was filed, it has conducted the investigation in strict accordance with relevant Chinese laws and regulations as well as World Trade Organization (WTO) rules. Several Mexican companies participated in the investigation, while no U.S. companies responded. According to the preliminary ruling, the investigating authority determined that pecans from Mexico and the U.S. were being dumped into the Chinese market, causing substantial injury to China's domestic pecan industry, and that a causal link existed between the dumping and the injury. In accordance with China's anti-dumping regulations, the ministry decided to impose provisional anti-dumping measures, the spokesperson said. Dumping margins for Mexican companies were set at between 17.8% and 51.6%. As no U.S. companies participated in the investigation, the dumping margin for all U.S. companies was set at 54.3% based on available facts, in accordance with Chinese law and WTO rules. The spokesperson said China has consistently exercised prudence and restraint in the use of trade remedy measures and remains firmly committed to safeguarding fair and free trade. The ministry will continue the investigation in accordance with the law, fully protect the rights of all interested parties, and issue an objective and fair final ruling based on the investigation findings, the spokesperson added. B | 北京8月13日电（记者刘洋）记者从13日北京市市场监督管理局组织的平台经济协商对话会上了解到，三家外卖平台将在京执行“红灯停表”。停车等红灯耽误送餐，是困扰外卖骑手的难题之一。美团、淘宝闪购、京东三家平台将实行的“红灯停表”机制下，骑手等红灯的时长在考核时间中顺延。新机制将于9月在北京朝阳、通州、经开区等部分区域试运行，后续将逐步推广至全市范围。在计算配送时长时，对于驾驶电动自行车配送的情况，以平均时速不超过15公里/小时计算，并对恶劣天气、复杂路况等加大补时力度。转单是骑手经常遇到的情况，但转之前的时间也会计入配送时长，往往导致接转单的骑手不得不抢时间。

C | 为此，新机制适度增加转单情况下骑手配送考核时长，以保障骑手不会因此违规或受罚。同时，平台还将科学设置商家列表首页显示的配送参考送达时长，避免“分钟级竞速”。因商家出餐慢导致的超时订单，不影响骑手服务分。此外，平台将开展“智慧骑手”行动，探索开发骑手AI智能体助手，为骑手优惠提供智能设备。加大技术力量投入，强化交通违法行为监测，引导骑手安全行驶并按规定停放车辆。对外经济贸易大学教授张毅指出，平台算法的核心在于平衡效率与公平、兼顾安全与速度。适度增加骑手配送考核时长、“红灯停表”等举措，既是对骑手劳动权益的实质性保障，更是通过算法向善推动行业从“速度竞赛”转向“质量竞争”的生动实践。
